What version of Photoshop is best for the least amount of money?

My partner is in need of a photo-editing software to a book. The most complicated thing he could do with it is putting someone's face on a dollar bill. I could not imagine if the elements that work for you own to do this or whether they should be more expensive in a single package. Thanks.

I have used Photoshop Elements for something similar that works very well for this task. It's really one of the best deals going if you do not need full blown Photoshop. It has many of the same features.
